It wasn\u2019t common. It wasn\u2019t necessary. Most people built their lives and businesses locally, navigated the tax code as best they could, and got on with things.<\/p>\n<p><!--more--><\/p>\n<p>&nbsp;<\/p>\n<p>But that\u2019s no longer the case.<\/p>\n<p>&nbsp;<\/p>\n<p>Take one of our clients: a 49-year-old French entrepreneur who recently relocated with his family. After years in Paris, he concluded that <strong>France no longer aligned with the lifestyle or the long-term future he wanted.<\/strong> With \u20ac5 million in liquid assets and \u20ac3 million in real estate, he wasn\u2019t looking for an escape, he was looking for a plan.<\/p>\n<p>&nbsp;<\/p>\n<p>We helped him obtain citizenship in Saint Kitts and Nevis through their Citizenship by Investment programme. His application was approved in five months, with no physical residency requirement. <strong>The move gave him something crucial: an exit strategy from Europe and a safety net in case of political instability.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>To formally end his French tax residency, we helped him <strong>eliminate his ties to France<\/strong>, restructured his holdings under a Luxembourg-based entity, and established him as a non-tax resident in France.<\/p>\n<p>&nbsp;<\/p>\n<p>For our client,<strong> this wasn\u2019t about avoiding tax, it was about ensuring clarity and control in an increasingly uncertain environment.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<h3>The broader shift<\/h3>\n<p>&nbsp;<\/p>\n<p><strong>This case isn\u2019t unusual.<\/strong> At Savory &amp; Partners, we\u2019ve supported <strong>over 180 French clients through second residency or citizenship planning since 2016<\/strong>. The <strong>recent spike in interest<\/strong> hasn\u2019t been driven by panic or politics, but <strong>by a quiet recalibration<\/strong>. <strong>People are planning more seriously for what lies ahead.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>This year alone, France is projected to see a 6.7% increase in millionaire outflows<\/strong>. On its own, that\u2019s a modest figure. But <strong>taken in the context of the last three years, it reflects a growing pattern of reconsideration.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<h3>The policies shaping the mood<\/h3>\n<p>&nbsp;<\/p>\n<p><strong>France\u2019s fiscal trajectory is part of what\u2019s driving these decisions<\/strong>. The <strong>wealth tax on real estate (IFI)<\/strong> applies to property valued above \u20ac1.3 million. <strong>Inheritance tax<\/strong> can reach up to 45 percent. More recently, there\u2019s been <strong>growing momentum behind a proposed 2 percent minimum tax on individuals with over \u20ac100 million in assets.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p>It\u2019s not the rates themselves that are <strong>most concerning. It\u2019s the tone and trajectory.<\/strong> There is <strong>ongoing discussion about<\/strong> introducing <strong>a citizenship-based tax regime, similar to the one in the United States<\/strong>. If adopted, it would mean that even individuals who leave France could still be taxed on their worldwide income, unless they renounce their citizenship entirely.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>These proposals may not all pass.<\/strong> <strong>But the fact that they\u2019re under serious consideration is enough to change behaviour.<\/strong> For many clients, the core issue isn\u2019t taxes. It\u2019s<strong> strategic planning<\/strong>. They\u2019re asking whether the systems they rely on today will still serve them ten years from now.<\/p>\n<p>&nbsp;<\/p>\n<h3>Where people are going<\/h3>\n<p>&nbsp;<\/p>\n<p>The <strong>destinations<\/strong> that come up most often <strong>are consistent<\/strong>. <strong>Dubai, Lisbon, and Singapore<\/strong> each offer something different, but <strong>they all share a few key features: political stability, economic opportunity, and predictable regulatory frameworks.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>Dubai<\/strong>, in particular, has become <strong>a focal point<\/strong>. After securing his second citizenship and restructuring his affairs, our client relocated to the UAE with an <strong>investor Golden Visa<\/strong>. There, he became a <strong>tax resident<\/strong>. In Dubai, he benefits from <strong>zero income tax, no capital gains tax, and no inheritance or wealth tax<\/strong>. The country\u2019s financial ecosystem is highly international, efficient, and increasingly trusted by global investors looking for long-term clarity.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Lisbon<\/strong> <strong>continues to appeal to those seeking a European base with more predictable policies.<\/strong> <strong>Singapore attracts those with global exposure<\/strong> and a need for operational reach across multiple markets.<\/p>\n<p><strong>London<\/strong>, by contrast,<strong> has lost some of its appeal.<\/strong> Changes to the non-domicile regime and broader uncertainty around the UK\u2019s fiscal direction have made it a less obvious choice for relocation.<\/p>\n<p>&nbsp;<\/p>\n<h3>A broader rethink of citizenship<\/h3>\n<p>&nbsp;<\/p>\n<p>There\u2019s a <strong>growing recognition among globally mobile individuals that citizenship is no longer just a matter of nationality.<\/strong> It\u2019s also <strong>a financial and legal construct.<\/strong> And for those with business interests or family across multiple countries, flexibility matters.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Acquiring a second citizenship or residency is often part of a larger strategy, one that includes asset protection, estate planning, and mobility.<\/strong> These are not emotional <strong>decisions<\/strong>.<br \/>\nThey\u2019re logical ones,<strong> taken well in advance of any crisis.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>If France were to move forward with taxing citizens abroad, we would likely see an increase in renunciations.<\/strong> This is where our client is already prepared, having a second passport. Surrendering their original nationality is not something people do lightly. But it\u2019s increasingly part of the conversation.<\/p>\n<p>&nbsp;<\/p>\n<h3>The choice ahead<\/h3>\n<p>&nbsp;<\/p>\n<p><strong>France<\/strong> has a proud tradition of enterprise, creativity, and cultural influence. But<strong> if the environment becomes one in which those who contribute the most feel the least confident about their future, something will eventually give.<\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><strong>It\u2019s entirely possible to design a tax system that is both fair and competitive.<\/strong> That rewards success while maintaining a strong social model. But doing so will require a more predictable framework, and a clearer message about what the future holds.<\/p>\n<p>&nbsp;<\/p>\n<p>From what we\u2019re hearing, <strong>many of France\u2019s wealthiest families are not waiting to find out.<\/strong> <strong>They\u2019re taking steps now<\/strong>, not because they\u2019ve given up on France, but because they want options.
