More than just a summit, it is a declaration : the rainforest is no longer just a symbol, but a central player in the global “climate pact.”

For the first time, the Conference of the Parties to the United Nations Framework Convention on Climate Change is taking place in the heart of the Amazon in Belém, Brazil, until November 21, 2025. This choice, far from being anecdotal, carries a strong message : the Amazon rainforest, the ecological lung of the planet, is more than ever at the center of climate debates.

By announcing Belém as the host city, Brazil hopes to amplify the issues related to deforestation, the bioeconomy, and climate justice, while reaffirming the crucial role of indigenous peoples in the negotiations.

Organizing such an event in the Amazon was no easy task. Hosting tens of thousands of participants required major infrastructure work : renovation of the airport, construction of new accommodation, and urban development. A technical mission from the UNFCCC (the Framework Convention) even visited Belém in May 2025 to define the structure of the “Blue Zone,” the official negotiation space, and prepare for the recruitment of more than 1,300 volunteers.

On the social front, the Brazilian government has made it clear that it wants to make this COP a moment of popular participation. It has allocated 600 million reais, or around €98 million, to programs for the restoration of degraded areas and land regularization in the Amazon.

COP30 : a conference marked by ambition

The objectives of COP30 are clear : to reinvigorate the Paris Agreement by encouraging countries to submit new, more ambitious “nationally determined contributions” aligned with a +1.5°C trajectory. The major challenge is to bridge the gap between promises and actions on both emissions and financing : COP30 must mark the start of a “decade of acceleration and delivery,” according to the UN Secretary-General.

The issue of financing is all the more crucial given that the Amazon rainforest can be valued as a global common good. Among the proposals discussed is the Tropical Forest Forever Facility, a massive investment fund to reward countries that preserve their tropical forests.

However, Belém is not only the scene of official negotiations : a parallel “People’s Summit” brings together indigenous communities from across the Amazon. In this context, dances, songs, and speeches highlight the importance of ancestral wisdom and local knowledge in the fight against climate change. These peoples remind us that they are not only the most affected by environmental devastation, but also the historical guardians of the forest.

For many, this COP must embody a model of “mutirão” governance, a Brazilian term derived from collective traditions, emphasizing mutual aid and solidarity. COP President André Corrêa do Lago, an experienced Brazilian climate negotiator, is thus responsible for symbolizing this desire for dialogue.

A tense summit

While the ambition is great, there is no shortage of criticism. Protesters, particularly indigenous people, attempted to enter the official conference perimeter, denouncing greenwashing by the authorities. Several clashes with security took place, with placards proclaiming “Our forests are not for sale.”

Others denounced the irony of trees being cut down to build infrastructure for the COP : sections of forest were reportedly cleared to build a road, while fiberglass trees were installed as decoration. Some even mentioned floating accommodation on diesel boats to house delegates, raising questions about the contradictions between climate rhetoric and logistical reality.

COP30 must nevertheless mark a symbolic turning point : by placing the Amazon at the center of negotiations, Brazil is highlighting the close links between tropical forests, environmental justice, and sustainable development. Hopes are high, as this summit could become a catalyst for real action.

But it is a risky gamble : between soaring housing prices, criticism of participation, and controversies surrounding infrastructure, Belém could also be perceived as a laboratory of contradictions.

Read also > The final declarations of COP29 and the G20 were not up to today’s challenges

Featured photo : © Getty Images

In the heart of the Amazon, COP30 opens a new chapter in global climate diplomacy from November 10 to 21.
